National Bank for Agriculture and Rural Development (NABARD) is India’s apex development bank, established with a specific mandate to facilitate credit flow for the promotion and development of agriculture, small-scale industries, cottage and village industries, handicrafts, and other rural crafts. Founded on July 12, 1982, under the National Bank for Agriculture and Rural Development Act 1981, NABARD was created to implement the provisions of the B. Sivaraman Committee. It took over the functions of the Agriculture Credit Department (ACD) and Rural Planning and Credit Cell (RPCC) of the Reserve Bank of India, as well as the Agricultural Refinance and Development Corporation (ARDC). Today, it stands as one of the most prestigious financial institutions in India, wholly owned by the Government of India, and plays a pivotal role in policy planning and operational matters related to credit for agriculture and rural sectors. The mission of NABARD is to promote sustainable and equitable agriculture and rural development through participative financial and non-financial interventions, innovations, technology, and institutional development for securing prosperity. Its vision is to be the development bank of the nation for fostering rural prosperity. To achieve these goals, NABARD operates through several key pillars: credit functions, developmental functions, and supervisory functions. In its credit role, NABARD provides refinance to various financial institutions like State Cooperative Agriculture and Rural Development Banks (SCARDBs), State Cooperative Banks (StCBs), Regional Rural Banks (RRBs), and Commercial Banks to support seasonal agricultural operations and long-term investment credit. Beyond just being a financial lender, NABARD is a catalyst for rural transformation. One of its most successful initiatives is the SHG-Bank Linkage Programme, which has become the world's largest microfinance project. By linking Self-Help Groups with formal banking systems, NABARD has empowered millions of rural women and marginalized communities. Additionally, the bank manages the Rural Infrastructure Development Fund (RIDF), which provides low-cost fund support to State Governments and State-owned corporations for quick completion of projects related to irrigation, rural roads, bridges, and social sector projects like schools and health centers. This focus on infrastructure is critical for improving the quality of life in rural India and enhancing the productivity of the agricultural sector. NABARD also plays a significant supervisory role. It is responsible for the statutory inspection of Regional Rural Banks (RRBs) and Cooperative Banks (excluding Urban Cooperative Banks). Through its developmental functions, NABARD supports Research and Development (R&D) in agriculture, promotes Farmers' Clubs, and invests in climate change adaptation projects.
