Odisha Staff Selection Commission (OSSC), Unit-II, Bhubaneswar-751009 has officially released Advertisement No. IIE-46/2025/5919/OSSC dated 30.12.2025 for the Combined Graduate Level Recruitment Examination for Group-B and Group-C Specialist Posts and Services 2025 (CGLRE Specialist-2025) under different Departments/HODs of Govt. of Odisha (Post Code: CGLS/345). The notification includes complete details on post-wise vacancies, category-wise reservation, special category reservation, eligibility criteria, age limits, examination fee, plan and pattern of examination, syllabus, and application instructions. Selection Process
The competitive examination shall comprise three stages. The Commission at its discretion will conduct the examination either through OMR or through CBRE (Computer Based Recruitment Examination) mode. A Normalisation Formula will be applied if the examination is conducted in multiple batches using different question paper sets.
Stage I - Preliminary Examination (One Paper)
Candidates numbering a minimum of 5 (five) times of the vacancies post-wise and category-wise shall be shortlisted for the Main Written Examination based on marks secured in the Preliminary Examination.
Stage II(a) - Main Written Examination (Technical Paper)
The Preliminary and Main Examination shall be conducted in both Odia and English except for Paper-I of the Main exam (language paper). The subject of the technical paper, once chosen, is final and cannot be changed later. Post-wise detailed syllabus for the Technical Paper is given in Annexure-D of the advertisement. Candidates applying for the post of Senior Economic Investigator must choose one subject from 13 subjects listed in the syllabus in the Online Application Form.
Stage II(b) - Computer Skill Test
All posts except Inspector of Legal Metrology (FS&CW Department), Laboratory Assistant (FS&CW Department), Junior Laboratory Assistant (Directorate of Factories & Boilers), and Junior Laboratory Assistant (State Food Testing Laboratory under Commissioner of Food Safety) are required to qualify the Computer Skill Test. Qualifying marks in Computer Skill Test will be 50% of the total marks. Syllabus in Annexure-C of the advertisement.
Stage III - Certificate Verification
Candidates numbering 1.5 times of the vacancies advertised (post-wise and category-wise) shall be shortlisted for Certificate Verification based on marks in the Technical Paper(s) of the Main Written Examination and having qualified in Computer Skill Test/Skill Test wherever applicable. Candidates who fail to appear for certificate/document verification will not be considered for final selection. Candidates will be required to produce original academic certificates, mark sheets, caste certificate, special category certificate, NOC (if Govt. servant), and other documents as per the admission letter along with self-attested photocopies.
Merit list tie-break criteria (in order): (i) Marks in Preliminary Examination, (ii) Date of birth (older candidate placed higher), (iii) Alphabetical order.

Application Fee
Examination fee is payable through online mode only via the Odisha Treasury portal linked with the online application form. The examination fee paid shall be refunded to candidates who actually appear in the first stage of the recruitment examination. Applications without payment of examination fees (except SC/ST/PwD candidates) will be taken as incomplete and shall be liable for rejection. Candidates must clearly mention their valid/active bank account details (Account Number, IFSC Code, Account Holder Name, Bank Branch Name) in the Online Application Form for receiving the refundable examination fee.

Abbreviations: UR β Unreserved, SEBC β Socially and Educationally Backward Class, SC β Scheduled Caste, ST β Scheduled Tribe, W β Women. In case of non-availability of eligible/suitable women candidates belonging to the respective category, unfilled vacancies shall be filled by eligible suitable male candidates of the same category. PwBD (Persons with Benchmark Disabilities) - Reservation Position for Special Category
Candidates having permanent disability of not below 40% are eligible to apply under PwD category as per the Social Security & Empowerment of Persons with Disabilities Department, Govt. of Odisha Resolution No.1843/SSEPD Dtd.25.02.2021. PwBD candidates must upload a valid scanned copy of the original disability certificate (not photocopy) and UDID card issued by the Competent Authority. Ex-Servicemen (ESM) and Sports Person reservation is also applicable for certain posts as per the notification.
